On stuttering with mobile devices connected by USB tether

This is actually a Windows problem. To fix it, you need to go into Device Manager, open Network Adapters, and right-click > update driver software. Once you do this, choose "Let me pick", uncheck Show Compatible Hardware, select Microsoft Corporation, select Remote NDIS Compatible Device, click next, and confirm the message that warns you about compatibility problems.

The reason this happens is because some versions of Windows use an old driver that causes problems while connected to the internet via wireless devices. If the stuttering stops when you disconnect from the internet, simply follow the above instructions.

This also fixes stuttering in Borderlands 2 and Devil May Cry 5.

Thank you so much for posting this fix! Those instructions worked perfectly, and it fixed frame-rate issues for me in Resident Evil 2, Shadow of the Tomb Raider, and several of the Borderlands games.
