Windows 10 doesn't have Turquoise

I followed the instructions for Windows 10 (when dealing with external launchers or options menus) but came with the following problems:

Row 1 Column 4 is currently Orange Dark. The desired color appears to be in Row 4, Column 1 instead.
The color is named "Cool blue bright", not Turquoise.
It won't match the example screenshot if accent color is not shown for "Title Bars and window borders"

It might have worked earlier for Windows 10, but the situation has since changed. Maybe the RGB color could be given as a fallback as well.

The instructions should be fixed now. We opted to simply go for the same shade of blue that's used on the site itself.
