According to a chat I had with an Ubisoft employee from a while ago the servers are indeed shut down, this was the messsage I received:

"Thank you for contacting Ubisoft Customer Support.

I sincerely apologize for the delayed response. We have been extremely busy as of late and are working to answer all of the support cases that are coming in.

At this time, the multiplayer servers for this game have been discontinued and shutdown.

I will register a complaint on your behalf regarding this issue, and I do apologize for the inconvenience.

Please let me know if you have any further questions or concerns."

It looks like it is already written on game's page. Although LAN play is still available. Once I even used Hamachi, but it was unstable, and on some old game version.
