PCSX2 forum user asasega made a 60fps code for the PS2 version of the game. It makes videos play at double speed and hung on loading screens sometimes, but otherwise it works pretty well. I'd be interested in seeing this recreated in the Windows port because it would obviously work better than emulating the PS2 version, but I don't have the know-how to find the equivalent memory values.
