With v-sync (don't know for proper FPS capping) GPU is still running at ordinary "speed", as if it was still achieving nominal framerate.
Therefore there's no reduction in power requirements, heat produced or noise emitted
Frequencies are still rampant.. though usage is definitively lower

Nope. Vsync may actually not scale the frequency, that may be true.... but it still reduces GPU usage and as such temperature. So nope.
A lower temperature though (providing physical conditions didn't change) could be only linked to lower power usage...
So assuming both tomshardware/AMD and you are right.. I wouldn't know where to turn
The thing is, I used to cap framerate on when I had GTS 250 which very easily got itself to 75 degrees. That one had much lower temperatures, if Vsync was on (assuming, the game I was playing would be running twice twice as fast without it, obviously).
Yeah, I believe you.. though since heat generated and power used are directly bound (thanks to our friend, the Joule effect)...
