Tom Clancy's Splinter Cell: Pandora Tomorrow is a singleplayer and multiplayer third-person and first-person action, stealth and TPS game in the Tom Clancy's Splinter Cell series.

The retail releases of the PC version of the game have graphical issues, specifically those affecting shadow rendering, which render certain game sections unplayable. Additionally, the PC version does not include certain visual effects — such as depth of field and rain that are present in the Xbox version.

After 21 years being abandonware, it was silently re-released on digital storefronts on October 14th, 2025, and includes a fix for the shadow rendering issue on modern systems.[1]

  1. Download the ZIP file here.
  2. Extract the system folder to <path-to-game>.
FOV is automatically adjusted according to the resolution.
Removes stretched HUD and moves HUD elements to the edge of the screen.
Improves the night vision resolution.

    DefaultFOV=75.0
  5. Save the changes.

Notes

Use either this or ThirteenAG's Widescreen Fix, or the FOV will be too wide.
Custom FOV and Hor+ work only if applied before creating a new profile.

Windowed

Edit SplinterCell2.ini[citation needed]
  1. Go to the configuration files location.
  2. Open SplinterCell2.ini.
  3. Find StartupFullscreen=True and change it to StartupFullscreen=False.
  4. Save the changes.

Anti-aliasing (AA)

Modify driver profile[citation needed]
  1. Download and run Nvidia Profile Inspector.
  2. Search and select the game profile.
  3. Set Antialiasing compatibility to 0x08000040.
  4. Set Antialiasing - Behavior Flags to None.
  5. Set Antialiasing - Mode to Override.
  6. Set Antialiasing - Setting to 8x Multisampling or the desired value.
  7. Set Antialiasing - Transparency Supersampling to 8x Sparse Grid Supersampling (optional).
  8. Click Apply changes.

Notes

This works only for Nvidia GPUs.
Force MSAA using dgVoodoo 2[6]
  1. Install dgVoodoo 2.
  2. Open dgVoodooCpl.exe and click on the DirectX tab.
  3. Set Antialiasing(MSAA) to 2x, 4x or 8x.

Notes

When using ThirteenAG's Widescreen Fix, dgVoodoo.conf overrides the global dgVoodoo 2 settings.
Delete or rename dgVoodoo.conf to use the global settings, or edit it directly when using dgVoodooCpl.exe.
Water will be rendered incorrectly in two places in Komodo Shipyard level.

Vertical sync (Vsync)

Edit SplinterCell2.ini[citation needed]
  1. Go to the configuration file(s) location.
  2. Open SplinterCell2.ini.
  3. Find the [D3DDrv.D3DRenderDevice] section.
  4. At the bottom of the section, after OverrideOptimalRefreshRate=False, add a line:
    • UseVsync=True to enable it.
    • UseVsync=False to disable it.
  5. Save the changes.

Mouse acceleration

Mouse acceleration is present whenever you equip/shoulder your weapon, as well as during aiming.
Edit ESetting.ini[6]
  1. Go to <path-to-game>\offline\system.
  2. Open ESetting.ini.
  3. Find all useAimTuning= lines, then edit their values from v=1 to v=0 and save the changes.
  4. When running them game, make sure to create a new save (loading a previous save doesn't register the change).

Controller support

This fix makes XInput controllers somewhat compatible (menus can be navigated without a mouse, however cutscenes can't be skipped with a controller).
Disables the mouse to control the in-game camera.
Instructions
  1. Go to <path-to-game>\offline\system and open Spintercell2.ini.
  2. Find UseJoystick=False and change it to UseJoystick=True.
  3. Download this fix and extract the contents to <path-to-game>\offline\system.

Xbox Controller support

Keyboard is required to skip cutscenes and start missions.
Disables the mouse to control the in-game camera.

  1. Download this zip file.
  2. Copy the contents to <path-to-game>\offline\system.
  3. Open Spintercell2.ini with a text editor.

Broken water shaders in Mission 7 (Digital)

The TV Station sewer section has broken water shaders.[10]

Rendering issues on modern PCs (Retail)

Due to relying on now-obsolete functionality in Nvidia GPUs, the default "buffer" shadows are broken on modern hardware.
This impacts gameplay as many light sources such as searchlights become invisible but can still trigger alarms.
Sea and water may flicker in some maps.
Torchlight doesn't work in multiplayer.
Use dgVoodoo 2[6]
  1. Download dgVoodoo 2.
  2. Extract dgVoodooCpl.exe and \MS\x86\D3D8.dll to <path-to-game>\system.
  3. Open dgVoodooCpl.exe and click on the DirectX tab.
  4. Under Videocard, select GeForce 4 Ti 4800 from the drop-down menu.
  5. Select 256 MB from the VRAM drop-down menu.
  6. Click Apply and OK.

Above 60 FPS, some physics of "softbody" materials like curtains are broken[12][citation needed].
If its above 100 FPS, the bottom tooltip has erratic movement[13].
If it exceeds 120 FPS, pathfinding is broken[citation needed].
Despite the digital release being capped at 60fps, it stutters if set at high refresh rates.

Notes

Although in high resolution, HD textures often look bland (e.g. wood).
Ads have been removed, and the file HUDPC.utx contains a completely different HUD from the original.
Certain textures have transparency problems when applied to the PC version.
For example, the train lights that leak through the grids at the beginning of the second mission.
In this case, the grates do not let light through properly and have a black texture where it should be invisible.
