Horrible loading times

I have Czech retail disc version that has no DRM. Looked like it runs well until I got to the Oxford then I've noticed huge issue with loading times. When I have fps locked to my screen refresh rate 60 Hz, the loading animations is slow as hell and the loading takes like 30 seconds on every loading screen. I see in my task manager there's no load on any SSD or CPU. When I unlock fps limit it loads like in 1 second but then the game runs like 500 fps which is insane. Is there any fix for this?
