Backup <path-to-game>\SaGaSCARLETGRACE_Data\StreamingAssets\Bundles\Voice\ from the Japanese version
Change Steam back to English, delete the Japanese version of the game and redownlad the game in English
Replace the Japanese files into the English version <path-to-game>\SaGaSCARLETGRACE_Data\StreamingAssets\Bundles\Voice\
