Key points

The Steam-version is generally regarded as being better than the Microsoft Store version, see Version differences.
The PC version only allows streaming the live action episodes. They cannot be downloaded (as on Xbox One), thus it is not possible to view them offline or with a slow internet connection.[3]

Version differences

The Steam version is Direct3D 11-only, while the Microsoft Store version is Direct3D 12-only. Performance of the Steam-version has been improved on Nvidia-hardware and stayed the same on AMD-hardware compared to the Microsoft Store version. Steam-version does not suffer from graphics-driver crashes on Nvidia-hardware, whereas the Microsoft Store version did (at least since launch of the game.)[4] It is unknown if these graphics-driver crashes have been fixed since then for the Microsoft Store version.
Steam-version is more up-to-date compared to the Microsoft Store version, as Remedy announced in August 2016 that they wouldn't release any more updates for the Microsoft Store version, while the last update for the Steam version got released on October 2016.[5][6]

Video

By default, renders at 2/3 of the selected resolution then 'temporally reconstructed' to selected resolution.[8] Originally couldn't be disabled, but option to toggle it was added in a later update.[9][10] Set Upscaling to Off to render at native selected resolution, but this will come at a high performance cost.[11]

CPU doesn't support POPCNT instruction

If your CPU doesn't support the POPCNT instruction, then your CPU is below the system requirements of this game. Still, with the below workaround, you might be able to run the game. Still, expect the game to run poorly on your PC.
Although the developers state that POPCNT instruction is required[21] to run the game, in reality this is not true, at least for the Steam release.
For Windows Store version see this workaround
Remove POPCNT check in rl_x64_f.dll[22]
  1. Get hex editor. HxD is free, portable and easy to use.
  2. Open <path-to-game>\dx11\rl_x64_f.dll in hex editor. Use "Browse local files" in Steam game options to find path to Quantum Break folder.
  3. Search for 0FBAE117730A hex string.
  4. Replace it with 0FBAE1179090 hex string.
