Frame rate settings are currently locked to 30hz even on monitors that are higher refresh rate when not using exclusive fullscreen mode.

Use exclusive fullscreen^{[citation needed]}
Go to the Settings window and navigate to the Video settings page. Change the setting from Borderless Window or Windowed to Full Screen Change your Refresh Rate to the desired setting.
