Frame rate related issues

Very high frame rates can cause various issues.

Relevant issues:

• interface navigation problems;
• menus buttons do not respond correctly;
• slow movement;
• very low mouse sensitivity.

Cap the frame rate to ≤ 300 FPS

Vsync doesn't work on Windows 10

Vsync is enabled by default, but in Windows 10 it does not work because the Vsync of DirectX 8 in Windows 10 is broken.
