Use Just Cause 4 Console Thingy
Download the latest version here. Extract `xinput9_1_0.dll` to `<path-to-game>`. Add the `-quickstart` command line argument.

Use No Intro Mod and Mod Launcher^[1]
Download the latest version of the mod here and extract the `dropzone` folder to the game installation folder. Use the `LaunchWithDropzone.exe` launcher from here to launch the game using the contents of the `dropzone` folder. The launcher uses English voiceovers by default. Command line arguments for languages are listed on the mod page.

Issues unresolved

Game freezes

A possible solution is setting CPU priority to High.

Changing CPU Priority

Open the Task Manager, and go to the Details tab.
Right-click JustCause4.exe and select Set Priority.
Select High. Then click Change priority.

This has to be done every time the game is launched. You can use a program like Process Hacker to save the CPU priority for you so you don't have to do this every time.
