Why can't I create a page or upload an image?

Due to spamming behaviour, new user accounts must make 3 edits to existing pages and wait 6 hours before they can create a new page or upload a new file. If you would like to create a new page, please come onto IRC and ask an existing member to create one for you so that you can edit it.
