Edit config files^{[citation needed]}

Go to the configuration file(s) location.
Open settings.txt.
Change fullScreen=yes to fullScreen=no

Notes

If mouse cursor issues occur in windowed mode, try the borderless fullscreen windowed fix, making sure to disable the borderless option as instructed.

Borderless fullscreen windowed

Attempting to force borderless windowed mode using an external application will cause issues with the mouse cursor. This fix avoids those issues, and can also fix the cursor in non-borderless windowed mode.

Use dll patch^{[citation needed]}

Enable windowed mode.
Download the v2winfix.
Extract dinput8.dll into <path-to-game>.
Borderless fullscreen windowed mode is now enabled, but can be disabled in %USERPROFILE%\Documents\Paradox Interactive\v2winfix.ini, by editing the line borderless=1.

Notes

Only tested with patch versions 4.02 and 3.05.
