Use OpenAL Soft

Fixes some sound issues, including incorrect directional sound and audio that is too loud.
Replace OpenAL32.dll file
  1. Download the version 1.7.411 binary from here.
  2. Unpack soft_oal.dll, rename it to OpenAL32.dll, and replace the existing one located in the folder of the game.
