Use Elisha's DxWrapper (For Dx7 games)[2]
If you want to skip all the steps below, just download fix present in Controllers.
  1. Download files for DX7 games from this page
  2. Unpack the archive anywhere
  3. Open dxwrapper.ini using any notepad application.
  4. Set next options to 1 instead of 0:
    1. Under [dd7to9]: DdrawUseNativeResolution=1
    2. Under [d3d9]: AnisotropicFiltering=1, AntiAliasing=1 (for better graphics) and FullscreenWindowMode=1
  5. Save dxrapper.ini
  6. Move every unarchived file (should be 3 of them) into <path-to-game> (next to the pcdogs.exe)
Use the FOV fix and set the preferred resolution in a DirectX wrapper like dgVoodoo 2[3]
Modify the executable to change the aspect ratio[4]
  1. Open Pcdogs.exe with a hex editor (e.g. HxD).
  2. Go to hex offset (Ctrl+G) 52F58 for the French/German/Italian/Spanish/Dutch version of the game, or 50F60 for the English one.
  3. The next 4 bytes after the cursor should be 00 10 00 00. If not, find the correct offset manually:
    1. Search (Ctrl+F) for the string Emulated.
    2. In the hex view, look for the next FF byte before the string.
    3. Find the first 00 10 00 00 byte sequence after that.
    4. Click the first 00.
  4. In the data inspector, change the Int32 value from 4096 to:
    1. 3067 for 16:9
    2. 3412 for 16:10
    3. 2340 for 21:9
For other aspect ratio values, calculate 4096'*1.333/ratio (e.g. 4096*1.333/1.78=3067 for 16:9).
  1. Save the file and close the hex editor.
  2. Use dgVoodoo 2 to force a widescreen resolution and make sure Scaling mode is set to Unspecified.

Use Chip-Biscuit Controller Support[5]

Follow instructions provided on this page: controller calibration fix

"Revives" native controller support of the game, which means the left stick movement is analogue.
Supports right stick camera movement, which is something not possible by the nature of the game by default, as the game was released when right stick wasn't really an option on most controllers yet.
An ability to change sensitivity/deadzones of the controller in d3d9.ini
Includes Elisha's DxWrapper pre-configured. Fixes Widescreen, automatically applies best possible resolution of the current monitor and adds highest Anti-Aliasing and Anisotropic Filtering available for smoother edges.
An option to have Xbox button prompts (via a simple "hack" in the bonus section)
