Yeah, its a loosing battle, but thats fine. As you said just be careful about it. We relly should restrict sites though, not just a free for all, otherwise we'll have a virus problem somewhere.
Agreed. Perhaps mediafire, rapidshare, and filefront? I've used those and they seem to work well enough.
Newmansan and Zazaodh - I am happy for you to lead on this. It may be an idea to change this around: http://pcgamingwiki.com/wiki/PCGamingWiki:Files and update it into a file and filelinking policy.
